Mission ‑ Goals ‑ Objectives

 

Board of Education Mission

 

The mission of the Clinton Public Schools is to educate our students.  A learning environment will be provided which will support and encourage students to acquire knowledge and develop the skills necessary to become productive, contributing and respectful members of a diverse society.  Participation in the Clinton Public Schools will enable students to become lifelong learners with an understanding that their futures can hold opportunities which are infinite.

 

The Clinton Board of Education will periodically review this mission statement and annually develop and review goals and objectives to accomplish its mission.

Goals/Objectives for Student Accomplishment

 

 

I.          Goal

 

To give students the best possible education commensurate with their abilities, directed towards their futures as citizens, taking into account local funding capabilities.

 


 

Objectives

 

1.         To keep programs relevant as student demographics and trends in technology in education change.

 

Action Items:

 

A.                Review the length of the school day and year as it relates to the "Optimum"

            educational program.

B.        Provide a timetable for review of specific programs, which reviews will include additional costs, benefits and relevancy.

 

C.        Review the number and mix of minimum mandated credits.

 

D.        Review the number of credits required for graduation.

 

E.         Initiate a feasibility study of a regional vocational program.

 

F.                  Develop time table for increased Mastery Test Score expectations.

G.                Review new programs beginning in the second year and yearly thereafter until such time that a 3-year cycle is deemed appropriate.

 

H.                Consider staffing arrangements to accomplish item (7).

 

I.                   Review system that monitors course participation where prerequisites are indicated.

 

J.          Review policy and calendar that governs course dropping procedure.

 

2.         To maintain and develop systems to assess and report the effectiveness of the education system in relation to the Board's expectations for the instructional program as detailed in policy #6120.

Action Items:

A.                Develop a system using test scores and other pertinent data that can be used to the effectiveness of the school system.

B.                 Develop concise test score reporting formats which would include historical data.

 


 

3.         To provide opportunities and guidance so that students can develop their apparent and latent abilities.

 

4.         To develop in students an appreciation for the creative and performing arts.

 

Action items:

A.                Continue an expand participation in the Wesleyan Center of Creative Youth Program.

 

5.         To develop in the students a social consciousness, a respect for law and order, faith in the democratic principles and appreciation for their own cultural heritage and that of others.

 

Action Items:

A.        Study the feasibility of a recycling and conservation program.

B.        Study the feasibility of a curriculum on values.

 

6.         To develop in students the ability to think and make sound judgements.

 

7.         To develop the students' knowledge and practice of good physical and mental health habits.

 

8.         To develop in students the basic skills of communication and computation.

 

9.         To implement a professional development program for the Board of Education

 

Action Items:

A.        Each Board member will attend one conference per school year.

B.        Provide a "New Board Member" orientation program.

II.        Goal

 

To improve the quality of all staff performance.

 

Objectives

1.         To establish a climate in which staff is encouraged to excel.

 

2.         To develop and employ a means by which the Board is made aware of the level of staff performance.

 

Action Items:

A.        Have the individual principals present to the Board of Education a school overview which would include but not be limited to:                                      

(1)        Current and historical test data;

(2)        Student and staff morale;

(3)        Budgetary concerns;

(4)        Goal and objective review;

(5)        Facilities condition.

B.        Initiate an "Adopt A School Program" for Board Members.

 

3.         To provide opportunities for the staff to improve its performance

 

III.       Goal

 

To communicate effectively the educational needs to the people of Clinton.

 

Objectives:

 

1.         To make Board of education meetings efficient and productive.

 

Action Items:

A.        Use subcommittees to develop plans, positions and data.

B.        Hold yearly self‑evaluations and retreats.

 

2.         To use the media effectively.

 

Action Item:

A.        Have the Board provide media releases on key issues such as the Budget.

IV.       Goal

 

To provide and maintain adequate facilities.

 

Objectives

 

1.         To review systematically the adequacy and condition of all school facilities.

 

Action Items:

A.        Develop a checklist for Board member use when conducting building tours.

B.        Initiate semi‑annual tours of all schools for all Board members.*

 

2.         To develop appropriate plans to remedy deficiencies.

 

3.         To insure that plans are executed in a timely and cost‑effective manner in accordance with the Board's specifications.

 

V.        Goal

 

To insure that sufficient funds are provided and efficiently and effectively spent.

 

Objectives

 

1.         To maintain and expand expenditure scrutiny.

 

Action Item:

A.        Review annually, expenditures by vendor.

 

2.         To maximize community awareness and support.

 

3.         To continue a rolling Five-Year Master Plan.

 

Action Items:

A.        Review and prioritize new action items with existing Master Plan.

B.        Provide a yearly update of action items to the Master Plan Committee.

C.        Review and assess the Vocational Education Program.

Nondiscrimination

 

 

The Board of Education, in compliance with federal and state law, affirms its policy of equal educational opportunity for all students and equal employment opportunity for all persons.

 

Nondiscrimination in School and Classroom Practices

 

It is the policy of the District to provide equal opportunity for all students to achieve their potential through the programs offered in all District schools regardless of race, color, age, creed, religion, gender, sexual orientation, ancestry, national origin, marital status or disability.

 

The District shall provide to all students without discrimination except in cases of bona-fide program requirements, course offerings, counseling, assistance, employment, athletics and extracurricular activities. The District shall make reasonable accommodations for identified physical and mental impairments that constitute disabilities, consistent with federal and state statutes and regulations.

 

Students and third parties who have been subject to discrimination are encouraged to promptly report such incidents to the District’s Compliance Officer.

 

All complaints of discrimination shall be investigated promptly. Corrective action must be taken when allegations are substantiated. Confidentiality of all parties shall be maintained, consistent with the District’s legal and investigative obligations.

 

Neither reprisals nor retaliation shall occur as a result of good faith charges of discrimination.

Delegation of Responsibility

 

In order to maintain a program of nondiscrimination practices that is in compliance with applicable laws and regulations, the Board designates the Assistant Superintendent as the District’s Compliance Officer.

 

The Compliance Officer is responsible to monitor the implementation of nondiscrimination procedures.

 

Complaint Procedures

 

Any student or parent/guardian who believes he/she has been subject to conduct that constitutes a violation of this policy shall follow the grievance procedure specified in Board Regulation 5145.5.

 

Any employee or job applicant who believes he/she has been subject to conduct that constitutes a violation of this policy shall follow the grievance procedure specified in Board Regulation 4118.113/4218.113.
